Clarifying roles across the three lines. As organisations undertake more complex and continuous change, assurance over major programmes is increasingly fragmented. Delivery teams, risk functions, and internal audit; different teams with different priorities, different audiences, and all playing different roles.


This lack of coordination across the three lines has become a strategic risk in its own right. As highlighted by Richard Chambers, weak clarity of roles and responsibilities across the lines undermines assurance effectiveness, particularly in large change and transformation programmes.
 
This session explores why project assurance often falls between the lines, how internal audit teams are often left wondering if it’s “their job”, and how that ambiguity leaves boards with assurance activity but limited confidence. It examines how duplication in some areas and blind spots in others emerge when roles are unclear, and what changes when responsibilities across delivery, risk and internal audit are explicitly defined and complementary.
 
Attendees will leave with a clearer view of where project assurance sits within internal audit’s remit and how clearer role definition improves confidence, escalation, and decision-making on high-risk change initiatives.
